EU Put off Decision to Allow Russia to Use OPAL Pipeline

EU put off the decision to allow Russia to make full use of OPAL pipeline on Wednesday, striking the ambition that Russia expands to export gas to Europe again.
European Commission claimed that it would postpone the decision to allow Gazprom to transmit more gas through OPAL pipeline for technical reasons. OPAL pipeline is a gas pipeline crossing Germany to transmit gas from Russia to Europe.
This was the second time that EU put off the decision to the program. Meanwhile, EU also laid up the negotiation with Russia about South Stream gas pipeline which was a large pipeline program to transmit gas from Russia to South Europe crossing through Ukraine.
Sabine Berger, the spokesperson of European Commission claimed that EU postponed the decision because of some technical aspects needed to be researched in further. She also said that it was still unclear when European Commission would make the decision.
Gazprom had ever required free for the stipulations about prohibition of using the whole capacity of OPAL pipeline carried out by EU because OPAL pipeline was being utilized. However, in March, European Commission showed to put off the decision which was considered as the response to Russia merger Crimea.
To prevent some dominant gas supply corporations from controlling distribution network, EU has already formulated related stipulations. Those stipulations allow Russia to use only half of capacity of OPAL pipeline.
