India Develops Biofuel to Reduce Oil Import

In recent years, every country increases domestic output of biofuel in succession, for concerns on energy security, greenhouse gas emission and other aspects. Recently, a research report which is named as Industrial Policies of Biofuel in Major Countries published by Energy Foundation points out that India has released a series of multi years development planning since it realized the significance of renewable energy sources in 1970s. Before 2008, Indian government set out policies specific to fuel ethanol and biodiesel independently. It began to carry out uniform policies of biofuel after 2008.
 
India develops biofuel, aiming at reducing the dependence on oil import and supplying energy to domestic market more efficiently. In 2006, the Indian New Energy & Renewable Energy Resources Department put forward National Biofuel Policy & Embodiment and proposed to set up National Biofuel Development Bureau in charge of developing biofuel. However, the proposal did not receive support from Indian Planning Commission. Indian Planning Commission suggested that government should set up Biofuel Joint Commission under Biotechnology Bureau of the Indian New Energy & Renewable Energy Resources Department. And Ministry of Agriculture gave assistance to promote to plant biofuel crops. On September 12, 2008, India passed National Biofuel Policy which had been disused by government for more than 2 years and took effect in October, the same year.
 
The policy consists of four parts. The first one is about the target of biofuel and lands of biofuel crops. The second one is about biofuel technology. The third one is about supporting biofuel to develop through tax, prices and other means and the forth one is about establishing relevant departments to coordinate or guide biofuel to develop.
 
The policy indicates that:
(1) By2017, composite rate between bioethanol and biodiesel will reach 20% of the indicative goal.
(2) Encourage people to utilize deserted, vestigial or marginal land to plant non-edible oilseeds which used to produce biodiesel.
(3) Give the minimum support prices to farmers who plant non-edible oilseeds for producing biodiesel.
(4) Put forward financial policies to stimulate the new second generation biofuel including National Biofuel Funds.
(5) The government should ensure unlimited activities inside or outside biofuel. Biodiesel and biothanol may be included in the application scope of cargoes.
(6) From more extensive view of policies, India will establish National Biofuel Coordination Committee in charge by the Prime Minister and Biofuel Steering Committee in charge by the Chief of Cabinet Secretary to supervise implementation of policies.
