On Tuesday, Guenther Oettinger, the energy commissioner of EU stated that EU would propose that Russia negotiate with Ukraine in Berlin and sign a casual gas supply contract, as an important step to solve the dispute between Russia and Ukraine about gas prices.
The officials from Russian, Ukraine and EU will hold a meeting in Berlin on September 26.
According to the report of Ukrainian military, under the proposal of Poroshenko, the Ukrainian President, the negotiation for reaching cease-fire contract is evolving smoothly. All of fights have already been stopped. The conflict between government and pro-Russian separatists has already caused more than 3,000 deaths, and resulted in the relationship between Ukraine and Russia lowering to the lowest level in history.
Guenther Oettinger said that proposed gas supply contract would confirm a casual price of specific gas supply to Ukraine. On press conference, he said, “The most realistic method is that reach a casual contract about Gazprom transmitting billions cubic meters of gas to Naftogaz, the Ukrainian state-owned gas corporation, and confirm a casual price.” He stressed, “Our proposal is that reach a temporary solution, in case of gas supply being cut off in the winter before April, 2015.”
Before gas supply cut off in June 2014, Russia sold gas to Ukraine at a price of 500 dollars per thousand cubic meters which is the highest price on European market.
Naftogaz has already instituted a lawsuit to International Court of Arbitration located in Stockholm. They hope that International Court of Arbitration can ensure a fair market price for gas supplied by Gazprom.
